The change in the llvm-tools component name to remove the
-previewsuffix was unintentional (see rust-lang/rust#119164). However, it has probably been too long for us to be able to remove thellvm-toolscomponent (without the-previewsuffix). This adds a note to let users know that this component is not stable and may change.
