Working Lua port of Rough.js #232

Description

@Omikhleia

Thanks to @cktlco for mentioning their Python port here of Rough.js (#230) -- It gave me at last the incentive to extract my Lua port into a standalone module, installable with Luarocks.

It is a testimony to the Rough.js library, a very nice piece of work that many tools may benefit from, whether they are JavaScript-based or not. My own use case was to bring rough boxes and lines to the SILE typesetting system, which is Lua-based, and to use these for PDF output. I used that code in a few publications already, and at last I am happy to share it as a standalone module independent of SILE.

Many thanks to Preet Shihn and everyone involved, you folks just rock.
