PyPI release needed after risingwave 20221 and risingwave-py 14

Following https://github.com/risingwavelabs/risingwave/pull/20221 , https://github.com/risingwavelabs/risingwave-py/pull/14 is kind of needed, could you do [a new PyPI release](https://pypi.org/project/risingwave-py/#history)?
