Disable CI on draft PRs #123

Recently @KyleFromNVIDIA added a feature to copy-pr-bot that allows opting in to skipping CI on draft PRs: https://github.com/nv-gha-runners/roadmap/issues/157

I spoke with a handful of folks (@vyasr, @KyleFromNVIDIA, @raydouglass) and we would like to opt into auto_sync_draft: false on all RAPIDS repositories. This issue tracks that work.
