Update hyperkube base to Ubuntu 22.04 #37620
Description
Currently Rancher's hyperkube-base is using Ubuntu 21.10 which was an interim release instead of an LTS.
Since Ubuntu 22.04 (LTS) is out, we should upgrade the Rancher's hyperkube-base to use the new Ubuntu version as base
Note this needs to be applied not only to versions that have new k8s upstream patch releases (e.g. 1.22), but also to any other versions that Rancher moved to Ubuntu 21.10 (note that 1.19 and earlier are still on 20.04 LTS so they should be good - please double-check this though)
