Developp a generic infrastructure to handle linked document to features

This project aims to be able to handle documents referencing from QGIS. It could be linked to an external Document Management System, or an internal Postgresql data structure.
Example: link pictures, scans, reports over network features.

PSC 06/10 decision; this is a mid term project led by SIGE . It is not a shorterm need in QWAT but would be very useful to all applications.
