This PR removes deprecated APIs that are removed from Gradle 9. They were added in #49224.
This PR is a prerequisite for #49256

@aloubyansky I am not quite sure if replacing getDeploymentDependency with DependencyUtils.createDeploymentDependency is valid, so I need your review here.

@gsmet @geoand If this PR is approved and merged, I think it should be backported to 3.25.x as #49224 is in 3.25.1 and it broke Gradle 9 which was working fine in 3.25.0. Thanks.
