When we move to Quarkus 4, it would be a good time to do the breaking change and enforce that things depending on devservices-deployment need to depend on devservices runtime. That allows us to undo the workarounds and exemptions put in as part of #49025. As this is for Quarkus 4, using the wg/vertx5 label.
