Add missing dev service label on the dev service mongodb container

Currently (version 3.20 and later) the service label is missing on the dev service container.
It prevent sharing the mongodb container between several micro services launched in dev mode.

The goal of this PR is to add the missing label on the container in order to fix the sharing issue.
