Disable Develocity Predictive Testing feature

We enabled it for our Gradle tests but since then we have merged several PRs that were failing.

The last occurrence is this PR:

• Update io.spring.dependency-management plugin version #48614

And it caused failures as in:

• Fix for Integration Tests with test profiles: dev services config overrides #48627 (comment)

Thanks for the heads up @gsmet
This is expected behavior with predictive test selection, it comes along with incorrect predictions sometimes.
To reduce/eliminate the risk, a merge queue with remaining test selection is probably the best option
