[3.19] Update SmallRye Config to 3.12.0 for Quarkus 3.19

Same as #46249, but without:

• Reusing the instance of mappings build in the STATIC_INIT phase. Until now, mappings shared between STATIC_INIT and RUNTIME would be initialized twice, due to Bump org.yaml:snakeyaml from 2.3 to 2.4 #46323 (comment), still under investigation
