Quarkus tooling use wrong version for create and update (when specifying stream)

Describe the bug

For example: quarkus create app -S 3.17 creates a project using 3.17.0.CR1

I'm not sure what's going on.

I tried 3.8, 3.15 and 3.18 and generated projects look fine. But indeed I was able to reproduce the issue with 3.17.

I wonder if something is borked when the stream is not pinned. FWIW, I see all versions of 3.17 being downloaded locally:

I think we need @gastaldi to have a look, maybe things are not ordered correctly when the stream is not pinned.

Right, it's a client issue.
It is true though that all the versions are downloaded. The version limiting choices we have at this point are very limited.
