Remove hardcoded offline setting preference for dependency resolution

Whether the remote artifact resolution should be allowed or not should be either an explicit user choice or coming from the default (user) configuration of the underlying dependency resoloving mechanism (e.g. maven), which is outside of Quarkus territory.
