Support wider range of character sets #1412
Description
In SubstrateVM the default is to include only a couple of essential character sets.
There's a flag to include them all, which we should make available as certain applications (or extensions) will need them.
Also wondering: there's the opportunity to specifically select which charsets should be included. Leaving that as future optimisations for now, but I think it's interesting to further reduce size if native images.
