Test coverage for fix SmallRye Fault Tolerance: add missing reflection registration #47941

Summary

This PR adds test coverage for the fix implemented in quarkusio/quarkus#47941
Original Jira issue: quarkusio/quarkus#47895

It will fail in previous versions without the fix if we execute: mvn clean verify -Pnative -Dit.test=ReflectionRegisterFaultToleranceIT -Dquarkus.platform.version=3.19.3 -Dreruns=0
