On the Your Projects page on Test PyPI, the project boxes for the Last Released time shows literal HTML elements.

Expected behavior
The box should show only the time, not the HTML element.

Looks like there's several places where HTML is not rendering on TestPyPI:

This is probably due to #18451, specifically #18384.

This is not due to nh3 upgrade, rather an environment variable set for TestPyPI only for ddtrace that is having a negative impact. I've removed it, and cut a new release.

I've filed an issue with the upstream project.
