The manylinux build is broken, it will need to be fixed before we can retrigger this.

Now that that PR is merged, on most platforms 3.13.0rc1 is available.

There are some issues with Travis CI for smaller platforms, but those could take a long time to get resolved.

For consistency's sake, having updated images is going to be a lot simpler, for one thing, we'd have to split prerelease-skip by arch.
