Implementation of Sandias ephemeris algorithm

Do we want to implement Sandia's emepheris algorithm: https://pvlib-python.readthedocs.io/en/stable/reference/generated/pvlib.solarposition.ephemeris.html

One argument for doing it would be that it could be removed from pvlib.
