Allow creating podman machine on Linux using podman-remote

For now you have to install the podman program and start the system service, to run on Linux.

Describe the solution you'd like

It would be useful if you could create a podman machine, using only the podman-remote-static:

• https://github.com/containers/podman/releases

• https://github.com/containers/gvisor-tap-vsock/releases

Describe alternatives you've considered

It is possible to use Podman Desktop with the available older system versions of Podman, like v3.4

To clarify: it's a good thing that the default is using Podman Engine, if it is available. (or Docker Engine, otherwise)

• /run/user/1000/podman/podman.sock

• /var/run/docker.sock

Just that if it is not, it could be a good alternative to be allowed to use Podman Machine. But otherwise, there's Lima.

• /home/anders/.local/share/containers/podman/machine/qemu/podman.sock

• /home/anders/.lima/podman/sock/podman.sock | /home/anders/.lima/docker/sock/docker.sock
