Generate Examples of Usage

I have a project that I am working on where I want to send an H264 stream over the RTP protocol to be consumed by another application, so this project rather than the WebRTC project as a whole seems more applicable. There are no examples provided like the WebRTC project has, so we should create one. I spoke with @Sean-Der in Slack about it and he told me to notate an issue.

The goal is going to be to create a basic example demonstrating how to send an H264 file over RTP directly with this package.

I've started to take a stab at working on this here: https://github.com/cameronbroe/rtp/tree/h264-serving-example

So far, I'm just sending the raw H264 data over UDP. I'm kind of at a loss of where to go with packetizing the data into RTP with this library.
