Tile Loading Issues: Level Mismatch and Missing Higher-Level Tiles

When I try to load tiles for testing up to level 21 for a specific area—basically a single building to see how tile loading behaves—I noticed two issues:

1. The available levels in the demo do not match the levels of my tiles. For example, I set the max level to 17, but tiles from level 18 are being loaded. Note that I have zoomed in enough, and normally the tiles beyond that level should not appear at my zoom.

2. Even though I set the max level to 20, tiles from level 18 and above are not loading, even though I have them and they load correctly in another program like GISMap.
