fix: unified font size to 16px

This is an extremely tiny change to Jump Links that resolves a font size mismatch.

@bennypowers I think that depends on the ETA of adoption for redhat.com

If it's less than 3 months I say we close this. In fact, I'll go ahead and close it. If the timeline is longer and we need to patch 1.x I'll let you reopen.
