New panel pointing to next step in the HUMN campaign

We would like to utilize the same real estate as the existing 2x HUMN points panel to display a new CTA for Passport users.

This new display will be introduced when we end the HUMN Summer Season 1 points campaign. We will also be removing almost all other HUMN UI elements from the Passport app at this time other than the element in the top nav and this new panel.

This new panel should include the following messaging:
