I faced the same issue where my GitHub Student Developer Pack application was repeatedly denied, even though my documents were valid. Here's what I did to finally get approved:

Translated my Student ID to English – My original ID was in Arabic, so I submitted an English version (translated).

Enabled Two-Factor Authentication (2FA) – I went to GitHub Settings → Security and enabled 2FA using Microsoft Authenticator, since my country (Egypt) wasn’t listed in the default options.

Updated GitHub Profile – I made sure my GitHub profile name matched my academic documents (in English).

Updated Billing Information – Added basic info under Billing → Profile.

Logged Out and Back In – Then reapplied.
