In https://github.com/operator-framework/operator-controller/pull/1194/files, it is now necessary to build operator-controller with build tags.
This PR updates the Tiltfile to accept an optional parameter for repositories to pass custom build tags.
Existing callers should continue to work after this merges if they are not explicitly setting the
Debugvalue.
