Follow-up(add extension API): `spec.paused`

I'd like to re-visit the discussion and potentially open a PR about converting the spec.managed enum back to a bool. I know I suggested the enum, but the more I think about it, the more I agree with Andy that this feature is unlikely to ever expand beyond two values.
