Inconsistent executable flag on OPL files

Some files in the OPL are executable, while others are not. This should probably be standardized.

Since none of the files can be run by themselves it seems like removing the executable mode from all of them is the right thing to do. Could doing this cause problems for people?

I don't see how removing executable permission from a webwork problem could cause trouble. George Jennings
