Support a local ARM image build

The current Dockerfile builds from eclipse-temurin:17-jdk-alpine which is not available for ARM. Update to use an ARM image.

The eclipse-temurin:17-jdk-jammy image works for ARM and I've tested it locally.

This may also be a good time to update to use a JRE image. The current image is JDK-based, but Data Prepper shouldn't need the entire JDK since has already been built, just the JRE to run.
