SMV APs created in wrong position within Subnetworks

when OpenSCD creates the communication section automatically from ICDs, it doesn't care about the position for SMV vs GSE.

To Reproduce
Steps to reproduce the behavior:

1. New project
2. import an ICDs without communication section (it should contain SMVs and GSE Control blocks within the IED)
3. create a subnetwork and assign the AP from the IED into the subnetwork
4. Check the created subnetwork AP, the SMV is created above the GSE

Expected behavior
it must be first all GSE and after the SMVs

• Version [e.g. 22]

It might depend on the ICD file, I have tried to reproduce it with my local ICD and didn't get the behavior. Looking into the import IED code I see that we literally clone the ConnectedAP element with all it's children.

    const element = <Element>connectedAP.cloneNode(true);

So if the order is wrong in the ICD file, it will be wrong after importing. Please let me know if the problem occurs after fixing the ICD file.

Please let me clarify it.
When we have specification ICD files, most likely we don't have communication section yet in the SCL, reason why OpenSCD can't copy anything, instead the user creates new Subnetworks and do manually the AP connections. This process extracts all GCB and SVCB automatically from the IED section and put them in the assigned Subnetwork (please check: Steps to reproduce the behavior)
If GSECB and SVCB are located in different LD within the IED, there is no way to define any order for them.

Ah okay, now I understand and can reproduce, the problem is connected AP wizard action creating elements in the wrong order.
