Add scrape_duration metric for scrapers #13059

Is your feature request related to a problem? Please describe.
Now for scrapers , there are otelcol_scraper_errored_metric_points_total and otelcol_scraper_scraped_metric_points_total metrics to observe their internal behavior. Better to have scrape_duration metric, so that we can know the scrape efficiency.

Add a scrape_duration metric along with other otelcol_scraper_ metrics
