Avoid using single quotes, other than to reference a code

Whilst fixing erroneously translated codes in the Spanish translation, I came across a bunch of other terms in single quotes. I think these should mostly be in double quotes, although there are a couple of false positives due to the use of a single quote in place of an apostrophe.
