Basic auth for new OTP app #2452
Description
Put in place a basic auth & redirect system to ensure anyone who lands on the secondary domains (new OTP app) currently get redirected to the old site.
This is a temporary step required until we make the switch.
Most likely will be implemented using a middleware.
