Add "starting point" section to dev task templates and add templates to new repos #2325

Task Description
Recent workshops have shown that new volunteers might find it tricky going through all the spaghetti code we have on the old system and it makes it hard for them to find where to start. We can address that by guiding them in the issue templates.
Also, new repos still don't have templates.
Acceptance Criteria
- Add a "Suggested starting point" section or something similar to the new task and bug templates (needed in portal and rapid-router).
- Copy over new templates to all repos that don't have templates yet (most likely all the new repos for the new system).
- Optional: Investigate if there is a way to pull in the templates from the workspace repo instead of having to copy them everywhere in each repo.
