Implement oasdiff plugin changes to be able to download binaries correctly.
Removed --strip-components from untar command to avoid root folder deletion, where is main binary.
Removed ']' incorrect character from GH_REPO env var.
Set correct download url path.
Added dynamic platform calculation to set it in download url correctly.
Add plugin test to check workflow pass correctly.
