SAPI5 is less responsive #18676

Steps to reproduce:

Issue occured with Finnish mikropuhe, maybe with other SAPI5 tts as well.

Ensure WASAPI is enabled. Then move from window to window or from control to control.

Actual behavior:

It takes more time to interrupt speech with control key or get new content (if you for example have moved to list, and nvda start to speak current item and you then press arrow key to move next item) to be spoken.

Expected behavior:

Same as before - no extra delay to interrupt speech or to start to speak new content. Disabling WASAPI would seem to resolve this.
