[Windows] 'choosenim update devel' chooses wrong architecture

Hi,

• Windows 10 x64
• Nim: 2.2.0 x64
• choosenim 0.8.10

choosenim update devel tries to install x32 version on Nim when running the command.

It seems to use Gcc arch to decide the architechure
