User creation simplification

@leftybournes I think one of the issues is that currently to create a guest user you need to create a share first. Meaning we need to add option to create a guest user without creating a share.

Yup. Guests are currently created through shares.

Meaning we need to add option to create a guest user without creating a share.

Looking into implementing this change. Would like input from designers on plans/designs for the change.
