Ability to disable the browser agent via environment variables

With the update to enable the browser agent by default, we needed to disable it across many of our apps which had to be done by adding the newrelic.config file which was time consuming.

Feature Description

It would be nice to be able to disable the browser agent via environment variables like we can for enabling the NR agent and configure the api key etc. That way we can update this in bulk easily and redeploy without needing to rebuild docker images etc.

Describe Alternatives

• Ability to disable the agent/auto injection from https://one.newrelic.com/
• Change the default back to disabled
