This PR adds the following charsets:

Latin (the first four Unicode blocks)
Arabic (Arabic and Arabic Supplement)
Cyrillic (Cyrillic and Cyrillic Supplement)
Hebrew


          Add Arabic, Cyrillic, Hebrew and Latin charsets
