Can't update client because of certifi

Like as @Rauf-Kurbanov had certifi which installed to venv as requirements from another package(blas). It can be installed also via conda, not pip.

Like as option --ignore-installed to pip will helps. @AlekseySh ?

@dalazx, I think we must add 'Troubleshooting Guide' somewhere and add this information.
It's not relate to neuro but client can having same problem.

certifi support was improved
