README: Add requirements (REUSE, linter)  to "Contributing" section

We have various checks and requirements (ansible-lint, REUSE) in our project, which a contributor will only realize after the PR has been posted and when checks fail. This can be frustrating.

We should document these requirements in the "Contributing" section of our README.
