Several updates to the OnEarth Layer Configurator including:

• Updated configuration files including WMTS GetCapabilities config
• Removal of legacy configuration scripts
• Renaming of existing tools
• New command line options (restart_apache, no_twms, no_wmts, lcdir)
• Other minor fixes
