As a result, the score contains a "corrupted" measure.

But if you open a file like this, MuseScore will not recognize it as "corrupted score".

That is the correct behavior of those special-purpose shortcuts - to insert notes into a measure and add time accordingly. The resultant measure is not corrupt at all - the "actual duration" of the measure is automatically adjusted to accommodate the extra beats. That is why the "+" icon appears, and you can also view or change the actual duration in Measure properties.

If you simply want to enter notes normally - not inserting extra time for them, but placing them onto the existing beats - don't use Ctrl+Shift; just type the letters directly. Or to add notes on top of other notes form chords, use Shift.

Shouldn't it be, in this case, add the correct time indication at the beginning of the measurement and why not add the small + when selecting a measure?

No, this special feature is intended for cases where you don't want to change the time signature. It's for cadenzas, non metered music, and similar situations - not for changing time signature. To do that, use the time signature palette.
