Keyboard accessible navigation for items with children when sidebar is collapsed #5097

Summary
When the navigation is collapsed, there isn't a way to access child navigation items using only the keyboard.
Examples
Parent items are focusable using the keyboard.
When the navigation is collapsed, child items are displayed in a modal. But, displaying the modal that contains child items appears to depend on a mouseenter with no equivalent keyboard option.
Motivation
Users who depend on the keyboard to navigate should be able to interact with the navigation in any state.
