[charts] Add polar radius axis to radar chart

Summary

When using a radar chart, it can be helpful to have labels that show the value related to a line in the RadarGrid.

I have not found a way to add those labels in the docs of the radar chart or charts axis.

Motivation

Without this label, the value of a mark in the chart can only be retrieved via the tooltip.

Because the Rechart example is not well adapted to support multiple scales, but at the same time if we add labels to the current raidus axis, this might be too much info on a small surface

I agree that the example is not suited for multiple scales and I also see your point that adding the labels to every axis is taking too much space.

Maybe a solution could be to be able to configure for every metric whether value labels should be shown. To show the labels in a single scale scenario, an arbitrary single metric can be chosen to show the labels. If needed in a multi scale scenario, the labels can be shown on multiple metrics.

Do you think that could work?
