TimePicker handles tap twice on touch devices

Steps to reproduce:

• open https://material-ui-pic.firebaseapp.com/ in Chrome
• open devTools and enable mobile device emulation
• open TimePicker from Basic Usage section
• pick an hour

Actual behavior:
After hour is picked, minutes are picked automatically

Expected behavior (same as current behavior when using mouse):
After hour is picked, minutes doesn't change

When using autoOk option - it looks even worse, because TimePicker is automatically closed after hour is picked:

Reproducible also on mobile Chrome. When using mouse it works as expected.
