Moves 'Segoe UI' + 'Segoe UI Symbol' to the bottom of the font stack as these do not provide colour emoji

Moves 'Segoe UI' + 'Segoe UI Symbol' to the bottom of the font stack as these do not provide colour emoji, and if a user, ie on a Mac but has Segoe UI installed, since Segoe UI was previously at the top of the stack, it would get used instead of Apple Color Emoji.
This is more inline with other websites, such as Emojipedia, which for reference uses the stack:
