Install a SimpleHTTPServer equivalent

There's already a test-case that serves a directory structure from pwd, and @lpw25 would like that installed for easy serving of opam-doc.

well, we could continue to flipflop and install binaries for both... it's pretty trivial

I added an Async one in the end and no Lwt, just because of the additional dependencies an Lwt one would require. If Async is installed, then a cohttp-async-server binary will be installed as part of 0.9.14
