[Package Issue]: Git.Git

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Installation issue.

Brief description of your issue

I installed Git on my work computer where I don't have admin rights with

winget install --id Git.Git -e --source winget --scope user

It ran without error and installed Git at

C:\Users<User>\AppData\Local\Programs\Git

However whenever I try to run Git (for example in git-cmd.exe I get an error related to libintl-8.dll and error code 0xc0e90002 . I suspect a mingw64 problem, maybe a missing dependancy?

Steps to reproduce

Run cmd as normal user.
Run winget install --id Git.Git -e --source winget --scope user
In start menu run git-cmd
Type git help --all

Actual behavior

Program won't run and gives error (screen attached but in French).

Expected behavior

Git shows help

1. Yes
2. But also at the end I get a bunch of errors such as

Interesting. At its core, all WinGet is doing is downloading and running the Git installer. Usually WinGet will include sone switches to use a silent installation, but the interactive flow will not. Because the same behavior happens in the interactive flow, it leads me to believe this is an issue within the Git installer itself, since the errors all occur after WinGet has downloaded and launched the installer
