Windows: custom titlebar context menu issues

Initially reported by @benibenj, there are bugs around the custom title bar context menu on Windows:

• often the first right-click does not show the menu and in that case the titlebar cannot be dragged anymore
• sometimes the custom context menu appears in a wrong location

It seems like every second right click on the title bar is broken. If I right click the first time everything is normal. If I right click the title bar a second time, the context menu show at the wrong position and I'm not able to drag the window anymore. Right clicking one more time brings me back into the first state where it works as expected.

Also, when I right click on the left side of the command center I always get the native window menu and when I right click on the right side of the command center I get the title bar context menu.

I can have both at the same time
